We believe our ambition for affordable net zero energy homes requires significant market innovation, and different client approaches to procurement.

Market Engagement Questionnaire

We carried out a market engagement survey to assess the market interest in our plans to develop affordable net zero homes in Plymouth. We believe our ambition requires market innovation and different client approaches to procurement.

Expressions of interest were invited from relevant organisations or consortia, who could provide all or some of the services set out.

We wanted this market engagement to enable us to:

  • Understand the appetite and direction of that innovation,
  • Determine how we can best integrate this into its detailed design process,
  • Help us decide how we can best procure development partners.

We put together a document with background information on Plymouth Energy Community and PEC Homes, as well as the following supporting documents.

Note on planning position:

Whilst details of a reference scheme have been provided, which form part of a current outline planning application, the consent would still afford a significant degree of flexibility in the design of the final scheme (including in the arrangement, location, number, mix and size of housing/accommodation types, together with built form and appearance), which is still subject to a future Reserved Matters Application, other than the access road. PEC Homes therefore believes this still affords significant flexibility for a range of approaches to come forward on the site.

The Next Steps

The response to our market engagement survey was extremely good, with responses from across the supply chain.

Following analysis of the results we have developed a procurement strategy, to procure an integrated design, build and guarantee solution. We have put together a milestone document for information on the next steps and the anticipated timescales.
